The NYS Justice Center for the Protection of People with Special Needs provides a number of important services to protect New York’s most vulnerable population – including technical expertise for building code compliance of residences and Day Habilitation Program facilities for people with special needs. Those concerned about possible code violations can call the Justice Center to provide information about possible violations, and the Justice Center can advise on ways to address such concerns and where necessary, notify local building code officers.

The Justice Center’s Code Enforcement Official, Crystal Collins, is available to provide technical assistance to people making inquiries about building codes as they relate to accessibility. This is part of the Justice Center’s work to provide added assurance that facilities comply with all safety regulations and requirements under the Americans with Disabilities Act (ADA).

But in addition to working to ensure compliance with the ADA, Collins also provides technical assistance and information on requirements outlined in the federal Rehabilitation Act, federal Fair Housing Act, state Human Rights Law, and the accessibility provisions of the state Uniform Fire Prevention and Building Code, together with other rules, statutes, regulations and federal provides designed to ensure accessibility.
