The NYS Justice Center for the Protection of People with Special Needs Mobile Incident Reporting app allows custodians and other mandated reporters to easily submit reportable incidents to the Vulnerable Persons Central Register (VPCR) anytime, anywhere.

This free mobile app for use on all Android devices also allows you to:

  • Get answers to commonly asked questions such as:  what is a mandated reporter; which agencies are under the Justice Center’s jurisdiction and what constitutes abuse, neglect or a significant incident.
  • Securely save your information so you can quickly submit future reports.
  • View the confirmation numbers of previously submitted reports for quick reference.

Employees of covered facilities and programs are encouraged to use this app to fulfill your legal duty to report all “significant incidents” which have the potential to harm the health, safety or welfare of service recipients.
