The Out of State Placements (OSP) Unit conducts investigations into allegations of abuse and neglect involving New Yorkers placed at out-of-state approved facilities. Currently, more than 500 New Yorkers (children and adults with disabilities) reside in approximately 45 facilities in states outside of New York. Following an investigation, the OSP Unit works with the state funding agency to monitor corrective action plans to help ensure that protections are in place for these New Yorkers.

Reports of suspected abuse and neglect of a person in state care in an out-of-state facility should be made by telephone to the Vulnerable Persons Central Register Hotline (VPCR). If an individual is in immediate danger you will be asked to hang up and call 9-1-1. The telephone number for the VPCR hotline is TOLL FREE: 1-855-373-2122.
