The Justice Center's Forensic Oversight Unit monitors the quality of mental health care delivered to inmate/patients incarcerated in New York State prisons. Oversight includes:

  • Special Housing Unit (SHU) Exclusion Law: Monitoring compliance with the SHU Exclusion Law which requires inmates with serious mental illness are appropriately and timely assessed and diverted from the SHU to mental health treatment programs.  
  • Quality of Care Reviews: Conducting systemic reviews of mental health services provided in state correctional facilities, and recommends improvements in mental health services for inmates/patients.

SHU Exclusion Law Monitoring Reports
